The amendment window for Medida Provisória 1.394/2026 closed on 13 October. Congress’s joint committee table lists 97 amendments; five were withdrawn by their authors. The ban on fixed-odds betting stays in force while Congress deliberates.
Brazil's fixed-odds betting ban, Medida Provisória 1.394, drew 97 amendments before its amendment window closed at 23:59 Brasília time on Tuesday 13 October 2026, according to the Congresso Nacional page for the measure. The joint committee page for Medida Provisória nº 1.394 of 25 September 2026, checked on the morning of 14 October with a result timestamp of 03:26 that day, lists 97 amendments. Five of them — nos. 12, 18, 19, 20 and 55 — were withdrawn by their authors. Thirty-eight were filed on the last day. The page still shows status “Aguardando recebimento de emendas.”
An MP is a temporary presidential decree. It stays in force while Congress reviews it; if Congress does not convert it into ordinary law within 60 days, extendable once by another 60, it lapses. For MP 1.394 the first deliberation period runs from 25 September to 23 November 2026, with an urgency regime from 9 November. We covered the ban itself, ANJL’s Supreme Court challenge and later enforcement steps including TRF-3’s suspension of Stake’s injunction.

What the amendments propose
Amendments are proposals only. None of them changes the law until Congress passes a conversion bill (projeto de lei de conversão) and it is signed. The six below, all filed on 13 October, are examples from the table, not a breakdown of all 97.
No. 64, Dep. Mauricio Neves (PP/SP), is a full substitute text. It would regulate advertising and sponsorship, set responsible-design and player-protection rules and restore the authorised regime under Lei 14.790/2023.
No. 77, Dep. Átila Lira (PP/PI), would keep concessions and authorisations granted under Lei 14.790 valid until their original terms end, citing five-year paid authorisations, sponsorships, jobs and contracts already in place.
No. 65, Dep. Capitão Alden (PL/BA), would say that derivative contracts under Lei 6.385/1976 (CVM), “whatever the underlying event” (our translation of “qualquer que seja o evento subjacente”), are not fixed-odds bets and fall solely under the securities regulator, which may bar events involving crime, terrorism, murder, war or gambling — a prediction-market carve-out in substance, without naming any platform.
No. 84, Sen. Sargento Reginauro (PSDB/CE), would impose a 10-year bar on groups that broke the MP’s wind-down duties (arts. 7–11), were sanctioned for AML, responsible-gambling or advertising breaches, or were convicted of related crimes, if any betting type is later re-authorised. Licence fees already paid would not be credited toward a new outorga.
No. 60, Dep. Hildo Rocha (MDB/MA), would extend the ban and enforcement expressly to municipalities for physical outlets and advertising.
No. 74, Dep. Julio Cesar Ribeiro (REPUBLICANOS/DF), would require public financial-education and anti-debt campaigns on betting risks, with no operator promotion.
The most prolific filers on the Congress table are Dep. Capitão Alden (PL/BA) with 17 amendments, Sen. Sargento Reginauro (PSDB/CE) with 16 and Sen. Alessandro Vieira (MDB/SE) with 8. Trade desks covering the run-up counted lower totals earlier in the week (FocusGN Brasil and Clube da Aposta on 13 October; iGB Brasil earlier in October) as filings kept arriving through the deadline.
What happens next
Next, the joint committee has to report on the measure before it can go to the Chamber and Senate floors. No vote date is set. The Congress page gives 25 September to 23 November as the first period for deliberating the measure, which the Constitution allows to be extended once by 60 days. Until a conversion bill becomes law, or the MP lapses, Medida Provisória 1.394 remains in force.
What this means for players
Nothing in the amendment table restores licensed fixed-odds betting today. Player balances, domain blocks and advertising bans under the MP are unchanged by proposals that have not been voted.
