Curaçao’s crypto policy is a September stamp

The CGA’s June 2026 crypto guideline gives B2C licensees until September to upload a policy. December is the risk-assessment rung. June 2027 is full plumbing. Mixers were already banned in June.

September is the upload, not the finish

The Curaçao Gaming Authority published a crypto policy guideline for B2C licensees in June 2026. The first paper stamp is this month. Within three months of June — September 2026 — a licensee that takes crypto must upload a crypto policy to the CGA portal. That file needs a clear adoption timeline.

This is not a player door. It is the regulator asking for a plan.

The four rungs

Immediate, from June: no sanctioned wallets, no mixers or tumblers, no prohibited assets, no personal or UBO-linked wallets, and the house must not act as an exchange, payment provider, or VASP. Crypto for gambling only.

September 2026: upload the policy, with a timeline, and start building the knowledge the crypto book needs.

December 2026: documented crypto risk assessments, VASP due diligence, wallet-ownership controls, transaction monitoring, and staff training.

June 2027: wallet segregation, blockchain analytics, reconciliation, withdrawal whitelisting or an equivalent control, and audit-ready records. The CGA may pull a rung forward if it sees material risk.

What the guideline actually says

Licensees are not financial institutions. They must not convert crypto for users, offer trading, or hold wallets outside the gambling flow. AML and responsible-play rules still apply. Fiat-backed stablecoins are preferred. Privacy coins, unverified wrapped tokens, and mixer-tainted coins are in the danger pile. Unhosted wallets can be accepted if ownership is checked and analytics run.

The default cashier walk is same wallet, same asset, back out. Other routes need a whitelist and a paper trail. Player funds sit in segregated wallets. Personal UBO wallets are out.
