On 18 September 2026, the Tunica-Biloxi Tribe of Louisiana announced SaltTrade Derivatives, a newly established subdivision of a tribally owned enterprise. The venture will offer a prediction-market trading app powered by Kalshi. Participants are to trade event contracts tied to future outcomes in a structured marketplace on Kalshi with defined rules and verifiable results.
Tribe chairman Marshall Pierite framed the deal as ownership and innovation rather than side-seat participation: Indian Country should pursue opportunities “where Tribes are owners, innovators and leaders, not just participants.” Kalshi CEO Tarek Mansour said the firm is proud to partner with Tunica-Biloxi as “the first tribal nation to enter prediction markets,” and that regulated national infrastructure and tribal entrepreneurship can develop together.
The name SaltTrade nods to the Tunica-Biloxi people’s history as salt traders. Additional information on the platform and its launch “will be announced in the coming months” — the app is not presented as fully live with a public open date.

How SaltTrade and Kalshi split the stack — and the CFTC no-action frame
Kalshi’s own write-up casts SaltTrade as the brand that runs the mobile app, branding, marketing and customer experience, while Kalshi runs the federally regulated exchange underneath: matching, clearing, custody and surveillance. That gives the tribal venture access to nationwide liquidity on Kalshi’s infrastructure without building an exchange from scratch.
The announcement sits next to a conditional no-action letter from CFTC staff around 17 September 2026 for certain “passive software providers” (PSPs) that submit orders to CFTC-regulated markets without registering as introducing brokers. The tribe press states plainly: SaltTrade Derivatives will not be registered with the CFTC, in reliance on that staff relief. That is not a CFTC approval of SaltTrade as an exchange, and it is not a licence number invented for this desk note.
Covers and other industry desks stress the letter’s conditions: PSPs do not hold customer funds or take custody, and order submission stays limited to software that lets users transmit orders to registrants.
A split inside Indian Country — CNIGA and IGA push back
Tribal Business News (19 Sep) reports the partnership puts Tunica-Biloxi at odds with tribal gaming organisations that are challenging Kalshi’s sports-event contracts in court and before regulators. The California Nations Indian Gaming Association (CNIGA) called the decision “profoundly disappointing,” arguing that days after a Ninth Circuit ruling framed Kalshi sports-event contracts as Class III gaming under IGRA on certain California tribal-land questions, Tunica-Biloxi chose to stand with Kalshi. A business deal, CNIGA said, “does not change the law.”
The Indian Gaming Association separately criticised the CFTC no-action path as undermining IGRA and tribal-state compacts, urging withdrawal and government-to-government consultation. Tunica-Biloxi already operates Paragon Casino Resort in Marksville; Pierite has argued that tribes without the same access to large gaming markets may view prediction markets differently, and that sovereignty means tribes decide for themselves.
Separate background (not a nationwide ban): around 16 September 2026, the Ninth Circuit revived aspects of a tribal IGRA challenge to Kalshi sports-event contracts on certain California tribal lands and remanded for preliminary-injunction factors. That is a remand fight — not a finding that Kalshi is banned nationwide or that sports event contracts are illegal in every US state.
