Nevis opens a dedicated Prediction Market License

The Nevis Online Gaming Authority (NOGA) has launched a dedicated Prediction Market License, it announced from Charlestown on 2 November 2026. The framework was introduced on 30 October 2026. Application requirements, forms, licence conditions and guidance were available on nevisgaming.com as of 2 November.

A category of its own

NOGA says the new category is distinct from its existing B2C and B2B online gaming licences. It covers:

• B2C prediction-market operators
• B2B technology and service providers

Each is subject to dedicated licensing requirements and conditions. Eligibility and permitted activities are assessed individually, NOGA says, based on the applicant's business model, structure, risks and other regulatory considerations.

What markets and models it contemplates

According to NOGA, the framework is designed for event-based markets on sports, financial and economic indicators, political and electoral events, entertainment, weather and climate, and cryptocurrencies and digital assets.

Structures it recognises, subject to applicable regulatory approval, include binary and multi-outcome markets, pari-mutuel models and market-maker arrangements.

Oversight themes NOGA names

Building on its existing due-diligence, financial-transparency, AML/CFT and customer-protection standards, NOGA says the framework addresses market integrity, prevention of market manipulation, conflicts of interest, event-resolution transparency, safeguards for participant funds, reliable data sources for outcomes, transparent settlement and dispute mechanisms.

Fees (from NOGA's schedule)

NOGA's published licence-fee schedule (PDF, October 2026) lists a €18,000 one-time setup fee for both the B2C and the B2B Prediction Market License, and a €18,000 annual renewal for Prediction Markets licences.

Destination-country law still applies

NOGA states: "Authorization under the Nevis framework remains subject to applicable laws and regulatory requirements in the jurisdictions where licensees offer their services." A Nevis Prediction Market License is an authorisation under Nevis's framework; it does not, on NOGA's own wording, make an offer legal in any other country.

Nuri Katz, CEO of the Nevis Online Gaming Authority, said: "As prediction markets continue to develop, regulatory approaches need to reflect the way these platforms operate and the risks associated with their activities. With this dedicated framework, our aim is to provide greater clarity for businesses entering this sector while ensuring that market integrity and participant protection remain central to the licensing process."

NOGA invites prospective applicants to contact it before a formal application. The announcement names no applicants or licensees.
