Chumba, Global Poker and Luckyland settle New York's sweepstakes-coin case after a 2025 cease-and-desist.

New York AG secures $8m from VGW over sweepstakes casinos

On 9 September 2026, New York Attorney General Letitia James announced that VGW Holdings Pty. Ltd. and affiliates will pay $8 million after the office found the group's sweepstakes casinos unlawfully offered New Yorkers redeemable virtual coins for casino-style games.

Brands and the dual-coin model

The announcement names Chumba Casino, Global Poker, and Luckyland Slots. Players used virtual sweeps coins that could be redeemed for cash or prizes. New York treats gambling that risks something of value — including redeemable virtual coins — as restricted online gambling. The AG says VGW presented sweeps coins as free, while investigation found players could obtain them in packages roughly one coin per dollar spent, like buying chips.

VGW's New York presence is dated from Chumba in 2012, Global Poker in 2016, and Luckyland Slots in 2018 on the AG's timeline.

Cease-and-desist, then settlement

In June 2025, the Attorney General's office sent a cease-and-desist; VGW stopped offering sweepstakes-coin gambling to New York residents. In December 2025, New York enacted a formal ban on sweepstakes casinos. The 9 September 2026 settlement covers disgorgement, penalties, and costs. The AG's public statement does not frame the payment as an admission of wrongdoing beyond the Office's findings.

Why it matters for vault readers

Sweepstakes cashiers sit next to crypto and regulated lobbies for US-facing players: redeemable coin models are now a live enforcement story in New York, not only a T&Cs footnote. This note is jurisdiction-specific — it does not map New York law onto EU casino licensing — and it is not a vault add or a claim guide.
