YouTube Masthead opens to online gambling ads on 21 October

From 21 October 2026, YouTube's Masthead, the ad at the top of the homepage, will accept online gambling advertisers certified under Google's Gambling and games policy. Until then the slot is limited to sports betting and, in the US and Canada, daily fantasy sports. Promoters of gambling content that face no mandatory state or national registration are left out.

From 21 October 2026, YouTube will accept Masthead ads from online gambling advertisers certified under Google's Gambling and games policy. Google announced the change on 7 October in its Advertising Policies Help centre. The Masthead is the ad users see at the top of the YouTube homepage. Google calls it "the most prominent Google advertising placement available to advertisers".

What changes

Google's current Masthead rules bar gambling content, including offline gambling, online gambling, online non-casino games and social casino games. There are two exceptions: sports betting, and daily fantasy sports targeting Canada and the United States.

The 7 October notice widens that. It says YouTube's ad requirements will be updated "to permit Masthead advertisements for online gambling who are certified under our Gambling and games policy", and that "this expands upon the platform's existing allowance for sports betting." Google's policy gives online casinos, bookmakers, bingo, slots, online lottery and scratch cards as examples of online gambling, so a certified online casino could book the slot in markets where its certification covers casino games.

The notice is about the YouTube Masthead only. Google TV masthead ads follow separate rules: under an update Google posted on 25 August, they permit sports betting and, targeting the United States and Canada only, daily fantasy sports, and prohibit all other gambling assets.

Who qualifies

The key word is certified. Under Google's Gambling and games policy, an advertiser must hold a valid local licence for every region it targets. Gambling ads may only target countries Google has approved, must link to a landing page with responsible gambling information and must never target minors. The notice adds: "All online gambling ads must fully comply with the broader Gambling and Games policy and adhere to all legal, jurisdictional, and age restrictions."

The change runs through Google's existing certification, which works country by country: a Masthead gambling ad can only run where Google allows online gambling ads and the advertiser is certified for that market.

Who is left out

The notice excludes "advertisers of online-gambling promoting content who are not subject to mandatory state or national gambling registration requirements". Google's policy counts "aggregator or affiliate sites that provide information about, or a comparison of, other gambling services" as online gambling-promoting content. In practice, an affiliate or comparison site that is not itself required to register with a state or national gambling regulator cannot use the Masthead for gambling ads.

Promoters that are subject to registration are not named in the exclusion. PPC Land reads the wording as leaving them to the general certification condition.

What readers may notice

From 21 October, where Google allows online casino ads and has certified the advertiser for that market, the ad at the top of the YouTube homepage may be for an online casino, not only a sports betting brand. Google's rule that gambling ads must never target minors still applies.
